Clever! I thank you for expanding my perspective. While reagan coined the phrase and made it a big show after considering your statement it seems much more clear he was one of the first anti hippie who were anti govt and pro drugs its really illuminating to realize how he made the collective war on drugs as a for purpose event beyond limiting competing business a reality.
