"The Phantom Creeps" was Universal's 44th sound-era serial (between "The Oregon Trail" and "The Green Hornet") and was re-issued to theaters in 1949 by Commonwealth Pictures Corporation, a distribution set-up handling primarily Universal re-issues. Commonwealth had no hand at all in the production of this serial (as incorrectly shown on site) as they were a distribution company only. Some sources mistakenly identify them as the serial producer because all of the 1949 re-issue prints (and the 16mm prints sold to television circa 1952) show "Commonwealth Pictures Corp. Presents" above the title.There is a whole lot of difference between "presenting" and "producing", a fact that some sources appear to not know or don't care. The serial is of interest to some collectors as it re-unites Bela Lugosi and Edward Van Sloan from 1931's "Dracula", and the crater-discovery of the meteorite fragment by Zorka in the serial is stock footage from Universal's 1936 "The Invisible Ray." The stock footage of an explosion and avalanche used in Chapter 11 comes from Universal's 1934 serial, "The Vanishing Shadow." Plot finds eccentric scientist Dr. Alex Zorka carrying on various experiments in his secret laboratory with the aid of his assistant Monk. Zorka has invented many strange weapons of warfare, including a devisualizer belt which renders him invisible; a terrifying, eight-foot tall robot (played by stuntman Edwin "Bud" Wolfe and not circus giant Bud Wolff), and he also has a deadly meteorite fragment (which he found in a 1936 movie with Boris Karloff) from which he extracts an element which can induce suspended animation in an entire army. Foreign spies, operating under the guise of a foreign language school (great cover), are trying to buy or (mostly) steal the meteorite element, while his former partner, Dr. Fred Mallory, miffed that Zorka will not turn his inventions over to the U.S. Government, blows the whistle on him to Captain Bob West of the Military Intelligence Department. Tired of answering the door and saying no to the spies and the government, Zorka moves his lab and when his beloved wife is killed, Zorka, puttering around for his own amusement up to this point, gets hacked off as only Lugosi can, swears eternal vengeance against society, and decides to use his inventions to make himself world dictator. And would have if not for his assistant Monk, an escaped convict virtually enslaved by Zorka, who is cowardly, treacherous and totally incompetent, and whose accidental or deliberate interference with Zorka's efforts repeatedly frustrates his master's grand schemes.

Larry, to get the mother out of the way, offers Carlotta a forty-week vaudeville tour, and then goes to work to make a star out of Jane, by building Braodway's first all-kiddie musical revue around her. Opening night has "School Days" as the first act and the show and Jane are a big hit...until the Gerry Society, organized to protect working children, reminds Larry there is a law against children working after 10 p m., and the show closes. Larry's future appears dim at best.

Michael Linnett Connors takes Molly Adair from Broadway understudy to 1913 Hollywood star. Although she is in love with him, she marries her co-star reckoning wrongly Connors thinks of her only in terms of movies. He fires her in pique, apparently terminally damaging his career.

A book salesman sells Blondie Bumstead a set of books on child training because he has convinced her that Baby Dumplin is a child prodigy. Meanwhile, J.C. Dithers, boss of Blondie's husband, Dagwood Bumstead, rips Dagwood for altering the plans on an apartment building the construction firm is building for Abner Cartwright and, to keep his job, Dagwood must get Cartwright to sign off on the changes - the latter refuses in order to escape from an unfavorable contract. Baby Dumpling, the genius, is registered at school and Daisy, accompanying him, is picked up by the dog-catcher on the way back home and taken to the pound. Daisy is adopted by Melinda Mason, the crippled daughter of one of the town's wealthiest men. Baby Dumpling looks everywhere and can not find Daisy, and plays hooky from school the next day. Immediately, Blondie and Dagwood suspect kidnapping, and Dagwood learns that Melinda, also missing, was last seen playing with a little boy and a dog. Dagwood promptly heads for the Mason estate, where he is even more promptly arrested as a kidnap suspect.

The stooges are tricked by some con men into selling memberships to a phony duck hunting club. To the amazement of the con men, they sell all the memberships to the police department. When the bad guys skip town, the stooges are stuck at a duck-less lake with a lodge full of cops and plenty of trouble ahead. Moe and Larry stall the cops with duck decoys while Curly searches for some real ducks. The boys think their troubles are solved when Curly returns with a whole flock, but it turns out the ducks belong to local farmer and the boys leave in a hail of buckshot.

Set in a western town, the stooges are working as waiters in a saloon with the three girls they hope to marry. The proprietor of the saloon is a crook who, with his partner, has buried $40,000 of stolen money. The boys go prospecting in hopes of raising enough money to pay off the debts of their fiancée father, who owes money to their boss. They dig up the stolen money, which the crooks recognize as their loot and abscond with. A wild chase ensues, ending with the bad guy's car crashing into the Sheriff's office.
