Painful raw scenes, capture a stream of experiences of some of the most vulnerable low income Detroiters—pensioners, the disabled, mothers, Vietnam veterans, families with new babies, cancer patients, small children—all affected by these cut offs. We also witness the threat to parents having their children removed from the home after water shut offs. In spite of a moratorium, termination teams continue to shut off water to over 3,000 households a week and we see first hand the distress of daily life without water. Along with these intimate stories, this films explores the question: Is Water a Human Right?
