This type of information can only be recorded on paper, and filed and controlled by only one person. When a high ranking official requests the information, the controller of the data must pass it on verbally, face to face, and to only those with clearance to hear. These Sensitive Information Controllers, or S.I.C.’s, are housed at anonymous and random locations.
