A documentary on white flight in the area of Spanish Lake, Missouri, a post WW2 suburb. The town experiences rapid economic decline and population turnover due to racism and governmental policies which support the white exodus. The film clearly shows that the problem was not racism but was the usual lazy government solutions. Instead of do the right thing by distributing the poor across the entire county in an equitable manner they chose to cram as many as possible into Spanish Lake. Why? Because they knew that the areas that where incorporated would all fight them in the courts for a very long time. Also to blame were the realtors for steering and block busting (which although illegal still continues to this day). One only has to look at this situation, higher education. social security, and the healthcare system to understand that expecting the government to fix any social problem is foolish. Government not only does not fix problems; they actually make it worse.
