The year was 1862; the Civil War is now in its second year, with no end in sight. More troops were needed to drive the south to its knees and bring this conflict to a hasty conclusion. Although it was not thought to be a popular decision, President Lincoln knew that more soldiers were need to fill the depleted ranks of existing units and to create new regiments to complete the task at hand.
