There is a looming tea shortage in the British Empire almost as foreboding as the floating airship above the skies of London which carries an enormous steam-powered automaton in the shape of Queen Victoria. When the clock strikes four, Vicky demands her tea and crumpets, and her servants scramble to satisfy her appetite. However as they shovel coal into the furnace to heat the tea, they quickly realize that the royal rations have run dry. The queen throws a fit, and begins pummelling the city below with fiery scones, causing havoc for the citizens of her fair Empire. Goggles and corsets go flying as the British secret police attempt to attain the ingredients for the coveted beverage in order to subdue Vicky and reign in her destructive tantrum. As the Queen threatens to destroy the entire city, her servants work feverishly to ready her high tea which is prepared just in the nick of time, narrowly averting disaster.
