When they give a man a medal for killing, why cannot he go on killing? This was a timely piece in the Viet Nam era and, in spite of viewers who might find it unrealistic, pretty accurate about the Speck murders and what serial murderers do generally. It will certainly be unpalatable for some viewers because, like many movies of the 70s, there is no opportunity for heroism. But that's a 70s norm: see Dog Day Afternoon, Klute, Panic in Needle Park, etc.
